S0070 NEW YORK CENTRAL NO. 31 - Steam tugboat. She was built at Brooklyn in 1923 and was one of a large fleet of steam tugs operated in New York harbor by the New York Central RR. Their primary duty was to move freight barges around the harbor and railroad carfloats between various railheads. Most were retired when the railroad merged with the Pennsylvania to form Penn Central. The photo was taken on a rainy Saturday in the early 60s.
